Latin America has seen the development of soft coups, that is, a new type of coup supported by the strategic offensive between the Judicial Power and the Mass Media as Fourth Power, in clear contrast with the blows of the 20th century based on the articulation of the manu militari and key political forces within the Legislative Power. Within this conjuncture, it is extremely positive that, from the International Center for Advanced Communication Studies in Latin America, CIESPAL, a work like this one is produced to stimulate the analysis of state fund in dispute: the public, the private and the common against the neoliberal counteroffensive in Latin America.
