The agreement between the Uruguayan government and UPM will mark a before and after in the country's history. This project is unprecedented in key aspects, the first of which is to avoid the participation of the political system, Parliament and society. Uruguay's investment in infrastructure almost doubles that of UPM, but while the company recovers the investment in just over three years, Uruguay's profit is zero and it receives crumbs for providing water, soil and labor.
